Mrs. Loyce K. BAMWINE
Loyce is the Company Secretary and General Counsel at the Development Bank of Rwanda (BRD) and serves as a Non-Permanent Commissioner at the Rwanda National Electoral Commission.
She holds a Master’s Degree in Law from Utrecht University, The Netherlands, specializing in International Human Rights and Criminal Justice Law.
She has a strong background and experience in legal research, reform and drafting with major focus on Constitutional law, International law, commercial law, banking, corporate law, labour law, land law etc. She has advised and worked on a wide range of business transaction agreements with both public and private institutions in Rwanda and beyond, including on infrastructure projects.
She previously served in different government positions including as a permanent commissioner at Rwanda Law Reform Commission; as a Commissioner in the Constitutional Review Commission and as the Head of Legal Research and Reform Division in the same institution at Rwanda Law Reform Commission.
She has also served as a non- permanent lecturer of International law at the Institute of Legal Practice and PD) in Rwanda.
